Motion of Consideration for Unemployment Reserve
SCOPE
Those who recieve unemployment usually exhaust their benefits because they only last for six months at a time. When the economy is bad people are out of work for long periods. Unemployment benefits are designed to provide money for only a half a year, the question is, why? In recent times statistically many people stay out of work longer than six months which has been the norm. If unemployment benefits were provided for a year instead of six months because of long stretches of financial depression in common times that are lasting much longer congress would no longer have to debate the extending of benefits for those still unemployed.
PROBLEM
The United States Congress is somewhat out of touch in that as an entity the United States Congress does not know, first what it is like to be out of work or a job of passion. Afterall, these people for the most part have a career in which they educated themselves from college to law school in order to work in government as elected officials. When they leave office they have enough of a pension and reputation with persons to obtain other employment. Many of these people serve in political office lifelong, so they have always earned a paycheck. They were never subject to downsizing, poor sales, loss of revenue, outsourcing or "not doing enough business" to cause congress to faulter and for the government to begin downsizing thus elimination of elected officials from their seats. Furthurmore, those in congress do not know what it is like to be a dress sock placed into the world of a tube sock and to somehow make a career and living from it all. Or, having one senator and governor for every two states and then have some elected officials who are located out of the country, how would they feel about their education, experience and what would members of congress do to support themselves after they are laid off? This is what regular people have to contend with. Yes, I mean the displaced workers from all ways of life who started out doing one thing either out of passion or great skill just to find themselves in the employment wave of foundation, meaning things take a turn when society along with greed seeks to desire two categories the rich and the poor. Hence, all other categories dissolve because of the lack of jobs and or prospects offered during this time. Six months of unemployment is not enough. Because downsizing, outsourcing and plain out, going out of business means less jobs for the middle categories and less jobs means less spending which all means, who's minding the store because they are almost empty. Now, unless congress is willing to propose that the rich buy more than two of everything, if they have not done so already just to keep the economy moving, then how is the country going to survive the return to primitive America?
Unemployment Backup
The implementation of the workers unemployment reserve. This will allow working people to contribute to their own unemployment fund. This unemployment fund or reserve will be maintained so that congress will no longer make the decision that you will no longer have food to eat or a place to stay after six months.
How will this work?
Each paycheck, as this is a voluntary process will be taxed at 1.30% before taxes. This money goes into a state wide unemployment fund or contribution. This money accumulates and is invested by the treasury. So while you work a full or two and three part-time jobs you can be sure that your unemployment contribution is earning interest which is not subject to loss. If several years later you lose a job and have an income of less than $300 a month and you begin to collect unemployment benefits and after six or ten months you still haven't found a job. You will be able to access the unemployment reserve that you contributed to. This will allow you to continue to recieve benefits for up to five additional years. Once you collect from the unemployment reserve you only pay taxes on appx 67% of what you recieve each year.
Conclusion
People in congress who have had steady and lifelong careers know absolutely nothing about people who have never had a lengthy career or job they enjoyed. Those who have botched resumes consisting of sordid employment are people who take work without a choice available to them as to not refuse a job in that, they will either be denied unemployment benefits and will remain out of work. Once people outside of congress take control of their lives and begin to contribute to a reserve for unemployment they will then have some financial control along with income available to them. Hopefully, during this time the turn of economy made to result in wholesome foundation to a faulter, will restore itself into a new advanced employment medium that will create economic opportunity for all.
