The concept of creating a premiere president. Which is known as a semi-presidential system of government. If the president should expire while in office the vice president will become that of acting president and the premiere president's role will not be affected.

The premiere president will be chosen and appointed by the president. The president-in- premiere will not have the power or authority of that of the US president. Therefore, cannot give orders or make decisions without the permission of the president. For example the premiere president will not have power to declare war, nominate, sign or veto legislations or to permit pardons ect.

The semi presidential system of governance will function with both the prime president and premiere president as both active participants in the day to day administration of the United States.

Division and or assistant to powers is that such an elect of premiere adhers to the orders and duties of the president. However, the premiere will relieve the president of meetings with senate regarding legislation of laws and implementation in their developmental and early stages. The premiere president will brief the president regarding such progress and or conflict that may arise. The president will sign new law into effect or veto it for changes the president deems necessary.

The premiere president will meet with national leaders regarding foreign policy and provide with instruction from the president in negotiation for diplomacy. The premiere president will then provide synopsis of concern for international endeavors and then summon the president for matters that are of immediate attention.

The premiere president will also aid in investigation of cabinet members that are approved by the president. The premiere will also report to the president regarding cabinet members at the federal executive branch. The role of premiere continues in taking on an intermediary meeting process regarding stimulus, bailouts all with orders provided from the president. This also includes meeting with departments of state, investigation requests and senate disapproval and will provide all information necessary for the president to enact a decision upon.

Motion for Creating a Premiere President incorporates a system of checks and balances that will ultimately provide focus on internal matters dealing with the United States for which the president was elected to in duty and to then assist and support international governments that request the help of the US when necessary.
